  The PRHTA is issuing this Request for Proposals (“RFP") to solicit Proposals from a firm or team of firms, which specializes in providing services for the operational preservation and restoration of Intelligent Transportation Systems on highway PR-26 from San Juan to Carolina and on highway PR-66 from km 0.0 to the Carolina Toll Plaza. The PRHTA intends to issue a service Contract to the Proposer that presents the most comprehensive technical proposal for the operational preservation and restoration, where price will not be the sole determining factor.
   
  The Authority shall select the Contractor in accordance with the Alternative Selection Procedures set forth in Article VIII of the Authority's Bid Regulation, Regulation 02-001 (the “Regulation"). The Authority will appoint a committee to review and evaluate all of the Proposals submitted in accordance with the RFQ/RFP (The “Evaluation Committee"). The Evaluation Committee shall report its findings to the Authority's Board of Awards, who in turn shall make its recommendations to the Executive Director as to the award of the Contract in the best interest of the Authority. The Executive Director may or may not follow the recommendation.
   
  Proposal documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 1130 or 1129, from November 8, 2019, until two working days prior to the opening of bids upon a non-reimbursable payment of $25.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL. Said payment shall be made in cash, money order Visa or Master Card credit cards or ATM debit card at the Authority's Treasurer Office located on the Seventh floor.  The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.
   
  A Pre-proposal Non-Mandatory Conference meeting will be held at 10:00 a.m. on Monday, November 25, 2019 at the Bids Room of the PRHTA, located at the 11th floor of the Roberto Sánchez Vilella Government Center (Minillas), De Diego Avenue, Stop 22, Santurce, Puerto Rico.
   
  Sealed proposals are to be accepted at 2:00 pm (local time) on Thursday, January 30, 2020 at the Bids Room of the PRHTA. Proposals submitted after this date and time will not be considered and will be returned unopened (sealed) to the proponent.
   
  Each proposal must be accompanied by a proposal guaranty in the amount of five percent (5%) of the Proposer's total amount, and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority and copy of an updated certification for the Bidders Register from the General Services Administration.
