The Board of Awards of the Puerto Rico Highway and Transportation Authority (PRHTA) is issuing this Request for Proposals (“RFP") to solicit technical and price proposals for Transit Advertising, Publicity and Marketing Services at “Tren Urbano" Transit Train Passenger Cars, Station's Public Areas and First Transit Buses (collectively, the Publicity Services for “Tren Urbano") from proposers who meet the requirements indicated in this RFP. The services to be provided includes administrating and carry out the day-to-day functions associated with interior and exterior publicity on the “Tren Urbano" Transit Train Passenger Cars, Station's Public Areas and First Transit Buses (indicated in this RFP and coordinating with the PRHTA).
  Works to be performed shall begin after the signature of the contract; and should end by sixty (60) months of its commencement.
  Bidders shall submit their proposals at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas), South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 pm of January 16, 2020, at which time and place said proposals will be publicly opened and read aloud.
  A Pre-Proposal Conference Meeting will be held at 10:00 am on November 20, 2019 at the Awards Room of the PRHTA, on the eleventh floor, south tower of the Roberto Sánchez Vilella Government Center. This meeting is non-mandatory, but attendance is highly recommended.
  Proposal forms, and all other necessary information may be obtained at the Board of Awards Office of the Authority; on the Eleventh Floor, Suite 1103 of the mentioned address, telephone number (787) 721-8787 extension 1130, from the date of this advertisement until two (2) working days prior to the opening of bids upon a non-reimbursable payment of $25.00. Said payment shall be made in cash, money order, Visa, Master Card or ATM debit cards at the Authority's Treasurer's Office, seventh (7th) floor. The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.
  
  Each proposal must be accompanied by a proposal security (Bid Bond), certified check, or money order in the amount of fifteen thousand dollars ($15,000.00) and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority. Copy of an updated certification for the Bidders Register from the General Services Administration shall be included.
