​The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing a Request for Proposals (“RFP") to solicit Proposals from firms or team of firms, having the expertise in providing services for operating Traffic Management Centers (TMC). The services to be provided will be at the PRHTA's TMC located at the PR-52 Caguas Norte Toll Plaza on PR-52. The operator shall be in charge of the TMC housed systems, as well as, remotely operate systems located through the whole island. The PRHTA will issue a Service Contract to the Proposer that presents the most comprehensive technical proposal for the operation services. The Proposal evaluation will take into consideration the proposed price to perform the services, but this will not be the sole determining factor for the selection process.Proposal documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 1130 or 1129, from July 25, 2019, until two working days prior to the opening of bids upon a non-reimbursable payment of $25.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL. Said payment shall be made in cash, money order Visa or Master Card credit cards or ATM debit card at the Authority's Treasurer Office located on the Seventh floor.  The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.A Pre-proposal Non-Mandatory Conference meeting will be held at 10:00 a.m. on August 12, 2019 at the Bids Room of the PRHTA, located at the 11th floor of the Roberto Sánchez Vilella Government Center (Minillas), De Diego Avenue, Stop 22, Santurce, Puerto Rico.Sealed proposals are to be accepted at 2:00 pm (local time) on September 19, 2019 at the Bids Room of the PRHTA. Proposals submitted after this date and time will not be considered and will be returned unopened (sealed) to the proponent.Each proposal must be accompanied by a proposal guaranty in the amount of five percent (5%) of the Proposer's total amount, and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority and copy of an updated certification for the Bidders Register from the General Services Administration.
