Descripción: The Puerto Rico Highway and Transportation Authority (“PRHTA”) is issuing a Two-Phase Request for Qualifications and Proposals (RFQ/P), in coordination and consultation with Autopistas Metropolitanas de Puerto Rico, LLC (“Metropistas”), a private toll road operator of PR-22 and PR-5 in Puerto Rico, to seek competitive proposals from qualified proposers to modernize, operate and maintain AutoExpreso’s Customer Service Center System (“CSC”), pursuant to a services agreement to be entered into with the successful proposer.
The scope of work under the CSC service agreement will encompass the update and operation of account management, transponder inventory management, financial management, printing and mailing systems, toll violation processing, customer service interactive voice response system, customer contact systems, payment processing, financial reconciliation, and reporting, among other requirements and services.
PRHTA intends to select a CSC service provider pursuant to a two-phase selection process including this Phase 1 Request for Qualifications, and a subsequent Phase 2 Request for Proposals anticipated to be issued in March 2019, with an anticipated date for award of the CSC services agreement of July 1, 2019. All dates and time periods referred to herein and in the Phase 1 Request for Proposals are subject to change at the discretion of the PRHTA.
The Statements of Qualifications (“SOQ”), with all accompanying attachments, shall be filed at the Board of Awards Office of the Puerto Rico Highways and Transportation Authority, Roberto Sánchez Vilella Government Center (Minillas), South Building, 11th Floor, De Diego Avenue, Bus Stop 22, Santurce, Puerto Rico, no later than 2:00 PM on January 22, 2019. The Authority will read aloud the names of the proponents but will not open the submittals.
The RFP and all other necessary information may be obtained, free of charge, from the Board of Awards Office, by writing an email to juntasubastas@dtop.pr.gov from the date of this advertisement until two working days prior to the SOQ due date.
The Authority reserves the right to accept or to reject any or all SOQ’s and to recommend to the Executive Director to qualify proponents under those conditions determined to be most favorable to the Puerto Rico Highway and Transportation Authority and the project. This project will be financed with funds apportioned by the PRHTA.
