Descripción: The Department of Transportation and Public Works (DTPW) and the Puerto Rico Highway and Transportation Authority (PRHTA) requests proposals from Transportation Consultants to develop a Transit Asset Management Plan (TAM) to be used for the preparation of reports required by the Federal Transit Administration (FTA) for the DTPW and the PRHTA in accordance with the provisions of the FAST Act (Fixing America’s Surface Transportation Bill) 2015.
Proposal documents and forms, and all other necessary information may be obtained from Tuesday, June 18, 2018 at the Board of Awards of the Authority; by filing a request for registering in this process to the following e-mail address: juntasubastas@dtop.pr.gov until two working days prior to the opening of bids. The Board of Awards will send a registration form to the Proposer and it should be completed and sent by e-mail to the Board. The Board will send the RFP documents by e-mail after all the information in the registration form is validated.
A Pre-proposal Non-Mandatory Conference meeting will be held at 10:00 a.m. on July 3, 2018 at the Bids Room of the PRHTA, located at the 11th floor of the Roberto Sánchez Vilella Government Center (Minillas), De Diego Avenue, Stop 22, Santurce, Puerto Rico.
Sealed proposals are to be accepted at 2:00 pm (local time) on Friday, August 14, 2018 at the Bids Room of the PRHTA. Proposals submitted after this date and time will not be considered and will be returned unopened (sealed) to the proponent.
Each proposal must be accompanied by a proposal guaranty in the amount of five percent (5%) of the Proposer’s total amount, and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority.
The selected firm or consultant should comply with the required federal regulations, including with the Disadvantage Business Enterprise (DBE) Program.

The Board of Awards reserves the right to accept or to reject any or all proposals and recommend to the Executive Director the award of the contract to the offeror whose proposal provides the best value according to the evaluation factors established in this RFP and under the conditions most favorable to the Highway and Transportation Authority.
This project will be fully financed with funds from the Federal Transit Administration (FTA) and Toll Credits.
