Descripción:
The Department of Transportation & Public Works (DTPW) and the Puerto Rico Highway and Transportation Authority (PRHTA or Authority) requests proposals from qualified firms, with expertise in the technical oversight support to provide assistance in task associated with the management, evaluation and oversight of the rail system and feeder buses to the Rail System of Puerto Rico (Tren Urbano.
Interested firms can obtain, from the date of this publication, a hard copy of the Request for Qualification and Proposal (RFQ/P) by visiting PRHTA Board of Award office located at the Eleven Floor, suite 1103 of South Building of Roberto Sanchez Vilella Government Center, Stop 22, Santurce, Puerto Rico, or by requesting a digitalized copy of the document via juntasubastas@dtop.gov.pr or juntasubastas@gmail.com.
The deadline for submitting proposals in accordance with the guidelines described throughout the package is on or before 2:00 p.m, Tuesday, October 25, 2016. Documents received after the designated time and date will not be accepted. They will be returned, as received, to the proponent.
A Pre-proposal Non Mandatory Conference meeting will be held on Wednesday, September 21, 2016 10:00 a.m. at the Operation, Storage, and Maintenance Facility (OSMF) of Tren Urbano, located at 24 Road PR-21, 1st Floor, Guaynabo, Puerto Rico, Puerto Rico.

The contract resulting for the successful firm is subject to financial assistance grants of the U. S. Department of Transportation. The proposal process and the performance of requested services will be in accordance with the guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, and shall comply with 23 U.S.C. §112 (b)(2)(A) and 23 C.F.R. §172.3. All other applicable federal, state and local laws and regulations will apply.
