Descripción: Pursuant to Act
No. 57 of May 27th, 2014, as amended and Act No. 19 of January 17th,
2012, the State Office of Energy Policy (SOEP) is seeking Statements of
Qualifications (SOQ) from Energy Service Companies (ESCOs) interested in being
qualified for as-needed Share Savings
Energy Performance Contracting (SSEPC) services, including preliminary
auditing and assessment services for government facilities within the
Commonwealth of Puerto Rico (Commonwealth).
ESCOs qualified
through this request for qualification (RFQ) process will be included in a new Shared Savings Qualified ESCO Registry
and will be eligible to participate in the Share Savings Energy Performance
Contracting Program (SSEPC Program) and provide services to participating state
agencies and/or public corporations and municipal governments.
The primary purpose
of this selection process is: (i) to add SSEPC Program as an option to
implement comprehensive energy-efficiency projects in existing facilities; (ii)
provide government entities the opportunity to procure services of qualified
ESCOs in a timely and cost-effective way; (iii) ensure ESCOs comply with a
minimum set of qualifications necessary to implement successful SSEPC Program
projects; (iv) and offer Share Savings Qualified ESCOs the opportunity to engage
in SSEPC Program agreements.
The SSEPC Program
provides a standardized process with direction and accountability for all
participating in the full development (including financing), implementation,
measurement and verification of SSEPC
projects by defining roles and responsibilities, formalizing process steps and
providing standard contract documents.
Potential SSEPC
Program participants include state agencies, departments, instrumentalities, or
political subdivisions, including municipalities, of the Commonwealth. SSEPC
enables these participants to accomplish energy savings and efficiencies
without the need for capital investments and/or financing, by sharing the avoided
costs to pay for the project.
ESCOs will be
qualified by SOEP to provide as-needed SSEPC services to participating
government entities. Companies of all sizes are encouraged to submit statements
of qualifications for consideration. An ESCO’s qualification will be effective
for a three (3) year term, subject to annual updates.SOEP will

will be available for purchase between April 18th, 2016 and April 22nd,
2016. Interested parties shall purchase the RFQ documents at a cost of
$250.00, and must participate in an Initial Conference to be held on April 5th, 2016,
10:00am at the before mentioned address. Payment must be made only by
check or money order to the order of the Secretary of Treasury of the
Commonwealth.This RFQ does
not commit the Commonwealth, SOEP or any government entity to award contract,
pay or reimburse any cost incurred by an ESCO in the preparation and submission
of a response in connection with this RFQ.The Commonwealth
and/or SOEP reserve the right to reject partially or completely any or all
response provided by the ESCO in connection with this RFQ and to disregard any
information and/or irregularity in such responses when it deems in the best
interest of the Commonwealth or the public in general. The Commonwealth and
SOEP reserve the right also to reject partially or completely any or all
responses on the basis of being unresponsive to the RFQ guidelines or failure
