​The Puerto Rico and Island Municipalities Maritime Transport Authority ("PRMTA")  seeks to build a new ferry terminal at Ceiba, and to make improvements to its ferry terminals in Cataño, Old San Juan, and Vieques as well as its ferry maintenance yard in Isla Grande, San Juan, Puerto Rico. This Request for Proposal (“RFP") is an invitation to prospective firms that provide professional Architectural/Engineering Services and Project Management Services with experience in public transportation facilities design (“Proponent") to submit a Proposal for the preliminary design (up to 30% completion) for a new ferry terminal at Ceiba, and for repairs and improvements to the ferry terminals in Cataño, Old San Juan, and Vieques, as well as the Isla Grande maintenance yard (the “Project"). Services also include construction administration and management. 
  Interested parties are invited to submit Proposals in accordance with the guidelines described throughout this RFP, on or before December 1, 2020 at 5:00 pm (AST). The complete RFP document can be requested by sending an e-mail to propuestas@atm.pr.gov.

  ​The contract resulting from this RFP is subject to financial assistance grants from the Federal Transit Administration (“FTA"). The proposal process and performance of requested services will be in accordance with the guidelines and regulations of FTA's “Third Party Contracting Guidelines", FTA Circular 4220.1F, and shall comply with 23 USC §112 (b)(2)(A) and 23 C.F.R. §172.3. All other applicable federal, state, and local laws and regulations will apply.
