The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing a Request for Proposals (RFP) to solicit Proposals from firms or team of firms, which specialize in providing traffic signal systems management center operation services. The services to be provided will be at the PRHTA Traffic Signal Systems Management Center (TSSMC) located at the Roberto Sánchez Vilella (South Tower, 8th Floor) to operate the TSSMC housed systems, as well as, remotely operate systems located through the whole island. The selected Proposer will join the PRHTA during the modernization efforts of the TSSMC and developing the TSSMC operations from the ground up, including developing the initial Standard Operating Procedures and determining the initial extent of the TSSMC operations. Proposal documents and forms, and all other necessary information may be obtained at the Board of Awards Office located on the Eleventh (11th) floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 1130 or 1129, from December 18, 2020, until two working days prior to the opening of bids upon a non-reimbursable payment of $25.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL. Said payment shall be made in cash, money order Visa or Master Card credit cards or ATM debit card at the Authority’s Treasurer Office located on the Seventh floor.  The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.A non-mandatory virtual Pre-proposal Conference meeting will be held on January 14, 2021 at 10:00 a.m. An invitation in order to access the meeting will be sent to those proposers that have requested its registration at the Board of Awards Office. Although non mandatory, attendance to this meeting is highly recommendable.Bidders shall submit their sealed proposals at the Office of the Board of Awards on the Eleventh Floor of the Authority on or before 2:00 pm of February 9, 2021.  Proposals submitted after this date and time will not be considered and will be returned unopened (sealed) to the proponent.
