In response to the recovery efforts after Hurricanes Maria and Irma, the U. S. Department of Housing and Urban Development (HUD) allocated $1,507,179,000 to the Government of Puerto Rico in Community Development Block Grant for Disaster Recovery (CDBG-DR) funds for the purpose of assisting in long-term recovery from the 2017 disasters. The Puerto Rico Department of Housing (PRDOH) was designated by the Governor of Puerto Rico as the grantee and administrator of this allocation. In addition to recover and rebuild, these funds are granted to stimulate economic growth in every affected community.The PRDOH is issuing this Request or Proposals (RFP) for Program Management Services for the Community Energy and Water Resilience under the CDBG-DR allocation. The purpose of this RFP is to request proposal from qualified individuals and/or legal entities to select one or more firms to provide Program Management Services for the Community Energy and Water Resilience Installation (CEWRI) Program as related to programs under the CDBG-DR grant(s). The selected Proposer(s) will be called upon to assist the PRDOH in the acquisition of timely, reliable, high quality Program Management Services for the CEWRI Program. The Community Energy and Water Resilience Installations Program will provide single family homeowners, business and/or public facilities energy and water efficiency improvements to promote resilience with the installation of PV systems with battery back-up for critical loads and water storage system. The successful Proposer shall engage immediately after an agreement with the PRDOH is signed.The RFP process is designed to promote fair and open competition while seeking a cost competitive option. The RFP package must be downloaded from the website www.cdbg-dr.pr.gov in the "Procurement" section. Submissions of responses to the RFP will only be accepted by electronic means. Proposers are advised that the PRDOH will neither require nor accept physical proposal submissions, whether by courier, FedEx, UPS, DHL, personal delivery, or similar physical means. Responses to this RFP should be prepared in accordance with the instructions provided in the RFP package. The Proposal will be evaluated by the PRDOH as described in the RFP and in accordance with applicable local and federal laws and regulations, including HUD's requirements, among others. Proposals will be held in confidence and will not be released for public review until the final awards is completed. Prior to award of a contract, the PRDOH must obtain contractor clearance. To obtain clearance, the PRDOH will search https://www.sam .gov/SAM/ to verify whether the contractor is or not debarred using the Data Universal Numbering System (DUNS). THEREFORE, THE PROPOSERS MUST POSSESS A DUNS NUMBER AND BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) AT THE TIME OF THE PROPOSAL SUBMISSION OR INITIATE THE REGISTRATION PROCESS RIGHT AFTER THE PROPOSAL SUBMISSION.
