Descripción:

​In response to the recovery efforts after Hurricanes Maria and Irma, the U. S. Department of Housing and Urban Development (HUD) allocated $1,507,179,000 to the Government of Puerto Rico in Community Development Block Grant for Disaster Recovery (CDBG-DR) funds for the purpose of assisting in long-term recovery from the 2017 disasters. The Puerto Rico Department of Housing (PRDOH) was designated by the Governor of Puerto Rico as the grantee and administrator of this allocation. In addition to recover and rebuild, these funds are granted to stimulate economic growth in every affected community. The PRDOH is issuing Invitation for Bids (IFB) for PV System and Water Storage System Acquisition and Installation Services for the Community Energy and Water Resilience Installations Program.  This IFB is designed to promote fair and open competition while seeking a cost competitive option. Interested prospective bidders are urged to carefully review the requirements of the IFB in order to prepare and submit a Responsive Bid. The IFB documents are available for download by prospective Bidders at the CDBG-DR Website (https://www.cdbg-dr.pr.gov/en/procurement/) . To download the documents, prospective Bidders must go to the “Procurement" section of the Website, where all procurement documents will be published. IFB Documents will be available starting at the Document Availability Start Date stated in Section 4.3. Responses to this IFB should be prepared in accordance with the instructions provided in the IFB package. The Bidder will be evaluated by PRDOH as describe in the IFB and in accordance with applicable local and federal laws and regulations, including HUD's requirements, among others. If the Bid is to be awarded, it will be awarded to the “Responsible Bidder" that submitted the "Resposive Bid" with the lowest cost. Award will be made at fair and reasonable prices only. The PRDOH Procurement Area will recommend the award to the PRDOH Bid Board. The award of the Bid will be issued by the PRDOH Bid Board. Prior to award of a contract, the PRDOH must obtain contractor clearance. To obtain clearance, the PRDOH will search https://www.sam.gov/SAM/  to verify whether the contractor is or not debarred. Therefore, the Bidders must be registered in the System of Award Management (SAM) at the time of the Bid submission or initiate the registration process right after the Bid submission. Awards will only be issued to entities which are cleared and no ineligible forward of a contract due to suspension, debarment, or HUD imposed limited denial of participation. Federal labor standards provisions including prevailing wage requirements of the Davis Bacon and Related Acts will be enforced. In the event of a conflict between the Federal and Puerto Rico Executive Order wage rates occurs, the higher of the two will prevail.This is HUD Section 3 covered construction contract and requires compliance with the hiring goals outlined in Section 3 of the Housing and Urban Development Act. A bid preference may be given to a bidder who provides a reasonable bid and is determined to be a qualified Section 3 Business.
