Descripción: On February 9, 2018, the U.S. Department of Housing and Urban Development (HUD) allocated $1,507,179,000 to the Government of Puerto Rico in Community Development Block Grant for Disaster Recovery (CDBG-DR) for disaster recovery assistance. On April 10, 2018, Congress made available to Puerto Rico an additional $18.5 billion in CDBG-DR funds. The parameters within which the $18.5 billion may be spent is to be outlined in forthcoming federal guidelines and its proposed uses will be determined in PRDOH action plans. The Municipality of Villalba has opted to participate in the Home Repair, Reconstruction, or Relocation Program Inspection Services (R3 Program) through a Sub-Recipient Agreement (SRA) executed with the PRDOH on June 18, 2019. The Municipality will participate in the R3 Program by means of inspecting the repair and construction works performed within its limits. This RFP seeks to procure Inspection Services for demolition, abatement, repair, and replacement home construction works under the R3 Program. The selected Proposer will aid the Municipality in its objectives of providing complete and professional inspections during the different construction stages of the R3 Program. To obtain clearance, the Municipality of Villalba will search https://www.sam.gov/SAM/ to verify whether the contractor is or not debarred using the Data Universal Numbering System (DUNS). Therefore, the Proposers must possess a DUNS number and be registered in the System for Award Management (SAM) at the time of the Proposal submission or initiate the registration process right after the Proposal submission. Awards will only be issued to entities, which are cleared, and not ineligible for award of a contract due to suspension, debarment, or HUD imposed limited denial of participation.
