  ​​The project consists on the repair of the main potable water forceline that serves the existing 350,000 gal water tank.  The project includes the following items: approximately 3,500 lineal meters of 10" diameter water line; eight concrete manholes; seven air release valves; piping fittings and the correspondent instrumentation.

Notas Especiales

  ​1-Puerto Rico Army National Guard (PRARNG) Construction and Facilities Management Office (CFMO) cordially invites all Bidders duly qualified to perform the requested services in Puerto Rico.  This bid is open to the public.  Participants must meet the minimum requirements to establish a contract with the Government of Puerto Rico thru General Services Administration (ASG); not later than ten (10) days after bid opening. (RUS, DUNS & CAGE number, SAM's registry, etc. )
  2- Due to COVID-19 all bid documents will be distributed via email.  Interesting parties shall contact CFMO to request a copy of the documents.  Contact person is Mrs. Yasmara Ríos Rivera, Assistant to Business Manager, at 787-289-1400 ext. 1051,1058, 1062 or via email at  Registration to request the documents is mandatory; from April 12, 2021 at 1:00 pm until April 19, 2021 at 4:00 p.m.  Office hours are from 8:00 a.m. to 11:30 a.m.; 12:30 p.m. to 4:00 p.m.  The person must provide a contact person and contact information (Email and phone number).
  3-  Bid documents will be distributed via email to all registered parties not later than April 20, 2021 at 1:00 p.m.
  4- A mandatory pre-bid meeting will be held on April 21, 2021 at 9:00 a.m. at Bldg. 763-2 in Camp Santiago Joint Training Center (CSJTC), Salinas, P.R.  Camp Santiago is located at the intersection of PR-154 & PR-1.  Due to COVID-19 a maximum of two (2) representatives from Participant will be allowed to the meeting.  The use of a protective mask is mandatory.  CFMO COVID-19 measures include, but are not limited to temperature intake, 6'-0" social distance and disinfection of hands.  PRARNG reserves the right to modify the pre-bid meeting accordingly to COVID-19 restrictions.  Participants will be requested to notify the names and contact information of the persons that will attend the meeting.  
  5- A site visit will be held immediately after the pre-bid meeting.  Attendance to the site visit is mandatory, maximum participation will be the same as for the pre-bid meeting.
  6- Access to CSJTC will be restricted to the registered parties.  All Participants must present a valid I.D. (driver's license, passport or Government Real ID).  All drivers must present a valid driver's license accordingly to the vehicle in use.
  7- Questions concerning this bid shall be submitted in writing via email to Mrs. Yasmara Rios at and copy CW2 Luis A. Sepúlveda Garcia at  Participant is responsible to contact CFMO and confirm the delivery of their request.  Due date for questions is April 29, 2021 at 4:00 p.m.
  8- A bid bond of 10% of the bid price is required as part of the proposal.
  9- This project will be funded with 100% federal appropriation funds, but the contract and payments are to be process by means of thePuerto Rico  Department of Treasury and Puerto Rico General Services Administration (ASG).
  10- Due date for proposals is May 13, 2021 at 10:00 a.m.  Bid packages must be submitted in person to 552 Borinqueneer St., Fort Buchanan, P.R.; no proposals will be received by mail nor email.  Due to COVID 19, proposals will be received that day, from 8:00 a.m. to 10:00 a.m. and will be immediately read out loud at CFMO Conference Room.  Bid opening is open to the public; bid results will be distributed among all Participants.
  10- Participants will comply with the regulations and laws pertinent to the service to be provided.
