  ​The Puerto Rico Army Guard (PRARNG) Construction and Facilities Management Office (CFMO) is interested in hiring the services of a duly qualified entity for the refurbishment of the existing 1328sf Supply Room at Vega Baja Readiness Center. The proposed aquisition is to refursbish the said Supply Room with the keyed access metal cage partitions, epoxy floor finish and 8' x 8' manual roll-up door (for logistical efficiency). Additionally, enclosing a non-contiguous 300sf, formely a locker room area, that is currently in used. The evaluation criteria will be clearly defined in the bid document. This bid is open to the public.

  ​​(1). Considering COVID-19 situation, The Puerto Rico National Guard (GNPR) has determined to modify the process for the distribution of bid documents. Bid documents will be distribute via email. Is Mandatory to legal entities interested in participating in this bid contract CFMO via email. Is mandatory to legal entities interested in participating in yh this contact CFMO via telephone to register. The contact person for this bid is Mr. Sol Marie Rosari and she can be contacted at (787) 289-1400 exs 1058/1051/1062. (2). The period to register for this bid is April 15, 2021 at 1:00p.m. and will close on April 21, 2021 at 3:00p.m. Ofice hours are from 8:00a.m. - 11:30a.m.; 12:30m. - 4:00p.m. Interested participants must provide a person of contact (POC) and contact information (email, phone number). Once the participation registration period is completed, the Construction and Facilities Management Office (CFMO) will send to all registered participant the bid documents via email no later than April 23, 2021. CFMO staff will contact the number provided by the Contractor to confirm the delivery of the documents. The bidding documents have no cost to the participant. (3) As established previously considering the COVID-19 situation, there will not be a Pre-Bid meeting. Questions and Request For Clarification (RFC) relating to this acquisition process must be submitted via email, directed to the attention of Ms. Sol Marie Rosario, Business Technician, cc CW2 Luis A. Sepulveda Garcia, Business Manager, to sol.m.rosario2.nfg@mail.mil; luis.a.sepulvedagarcia.mil@mail.mil respectively. The Contractor is responsible for cotact us to confirming receipt of your quetions at (787) 289-1400 ext 1058. The deadline for submittiing Questions and RFC is May the 3rd, 2021 at 3:00p.m. (4). Site Visit - A compulsory Site Visit will be held on April 27, 2021. Additional details on the visit will be provided once the registration period closes. All partipants in the Site Visit must present  valid ID (Driver's license, Passport, of Government Real ID). All drivers must present a valid driver's license accordingly to the vehicle in use. Only one company representative will be allowed to participate. (5). Proposals must be submitted in person to the CFMO, located at 552 Borinqueneer St. Fort Buchanan Guaynabo PR (JointForce Headquarters Building) 00934 and no proposals will be received via regular mail nor email. The deadline for submitting proposals is May 18, 2021  in the period to 10:00 to 2:00p.m. Proposals will be publicly opened and read out loud on May 18, 2021 at 2:30p.m. in the Conference Room of the CFMO. Each proposal must be accompanied by a Bid Bond in the corresponding amount of the percent (10%) of the bid price. Bidders may submit the Bid Bond through a surety company on behalf of the Puerto Rico Army National Guard (PRARNG). Bond Capacity is required. The bidding documents must be submitted in a sealed envelope, duly identified, following the bid instuctions. The number of copies is established in the bidding documents. The envelopes will be opened exclusively by the GNPR personnel assigned for this. Once the Board makes a determination in this regard, the results will be published to all participants.   (6). As preventive measure against COVID-19, any person who requires access to the GNPR facilities must follow / comply with protocol: (a) the person's temperature will be taken; (b) the person must wear a mask at all time; (c) the person must register at the office of interes to visit. Only one representative per company is allowed and they must follow the rules of social distancing, established based on the number of people who are submitting docments a the same time. (7). Entities interested in participating must present evidence of the following: Universal Data Numbering System (DUNS); Commercial and Government Entity (CAGE) and Award Management System (SAM). In addition, they must comply with the administrative and qualification requirements established in the specifications. (8). The GNPR reserves the right to modify and/or cancel this process at any time.
