​​​​​​​The Puerto Rico Public Housing Administration (PRPHA) seeks Proposals from qualified legal entities (each, a "Respondent"), to provide Construction Management (CM) Services (each, a “Proposal"). The Respondent shall have extensive experience managing and coordinating full construction activities for large complex rehabilitation projects, demolition and new construction projects. The services herein procured will be performed at current, upcoming and ongoing construction, rehabilitation, Extraordinary Maintenance and/or demolition projects, subject the provisions of the corresponding Construction Management Services Agreement (“CM Agreement"). Some of the services will include but will not be limited to Pre-Construction, Construction and Project Closeout Services
 
Attendance of interested Proponents to the Virtual Pre-Submission Conference, on the date stated above, is not mandatory, but participation is highly recommended. The RFP process is designed to promote fair and open competition while seeking a competitive cost option. The RFP package must be downloaded from the website https://subastas.avp.pr.gov.  Interested Respondent must enter the User's guide to participate in RFP Process, upload Procurement Package. Proposals to this RFP should be prepared in accordance with the instructions provided in the RFP package.
Proposals submitted after the date and time established for opening, shall be recorded as a late Proposal and retained unopened in the contract file. No Proposal should be withdrawn, for a period of 90 days after the date of opening of RFPs, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost as a result of this RFP.
PRPHA reserves the right to reject any or all RFPs received and to waive any informality in the RFP process. This procurement is totally financed by Federal Funds.
This solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in the rulings of U.S. Department of Housing and Urban Development (HUD): 2 CFR 200.320 (2)(i); HUD Procurement Handbook 7460.8 REV-2, and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded RFP shall comply with Davis–Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, (12 U.S. Code 1701u), to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD. The PRPHA must also comply with a Voluntary Compliance Agreement (VCA) with HUD signed September 29, 2016.
