​​The Puerto Rico Highway and Transportation Authority is issuing this Request for Proposals (RFP) S-22-03, Federal Aid ZP-9999(539), Highway Safety Patrol Operation, and Traffic Incident Data Collection and Reporting Services, (SEGURO Program), AC-800625 and all Exhibits hereto to solicit technical and price proposals for the operation of the Highway Safety Patrols from proposers who meet the requirements indicated in this RFP. The services to be provided include the assistance of motorists on highways indicated in this RFP and coordinating traffic incident response activities with the PRHTA Traffic Management Center and other agencies, while at the same time collecting and reporting information to the PRHTA, regarding the day-to-day operation and incident specific information.

Bidders shall submit their proposals at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 pm of October 13, 2021. Said proposals will be publicly opened in a virtual meeting (vía Cisco Webex Meetings) on October 14, 2021 at 10:00 AM. An invitation to access this meeting will be sent to those proposers who submitted proposals.

A non-mandatory virtual (Webex) pre-bid meeting will be held at 10:00 am on Setember 7, 2021.  An invitation to access this meeting will be sent to those proposers that have requested its registration at the Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.

Specifications, proposal forms, and all other necessary information may be obtained at the Board of Awards Office of the Authority; on the Eleventh Floor, Suite 1103 of the mentioned address, telephone number (787) 721-8787 extension 1130, from the date of this advertisement until two (2) working days prior to the opening of bids upon a non-reimbursable payment of $25.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL.  Said payment shall be made in cash, money order, Visa, Master Card or ATM debit cards at the Authority's Treasurer's Office, seventh (7th) floor. The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.

Each proposal must be accompanied by a proposal guaranty (Bid Bond), certified check, or money order in the amount of five percent (5%) of the bid submitted and subject to the conditions of this process, in the name of the Highway and Transportation Authority. Copy of an updated certification for the Bidders Register from the General Services Administration shall be included.​
