Descripción: This Request
for Proposals (RFP) is issued by the Puerto Rico National Guard
(PRNG). The purpose of this RFP is to solicit proposals from interested
qualified firms which can provide a Support and Technical Assistance in
Public Assistance (PA). The technical assistance provided by Professional
Services Contractors will assist the PRNG in expediting recovery
operations from the disasters (DR4339/DR4336/DR4473/DR4493)
and maximizing grant opportunities. Interested firms can propose to either
one (1) or a combination of the following five (5) opportunities: 001 – RWG Project Manager (Level
III); 002 – RWG Financial Manager (Level II); 003 – RWG Action Officer (Level
I); 004 – RWG Public Assistance (PA) Team (Level II); and 005 – RWG Audit Team
(Level I/II). It is the PRNG's intent to ensure that all work performed,
pursuant to this RFP, is eligible for Federal Emergency Agency (FEMA) PA
funding Direct Administrative Costs (DAC) and, therefore, performed in
accordance with FEMA and other applicable Federal (2 CFR 200) and State (ASG) regulations, policies
and guidance.
The PRNG has centralized State Emergency Response, Disaster, and Recovery mobilization and claim related under the State Military Department. The Project Management Office (PMO), known as the PRNG Recovery Works Group (RWG), is essentially a tiger of specialist. The PRNG RWG serve as the agency's primary liaison, facilitator and coordinator with FEMA and Central Office of Recovery, Reconstruction, and Resilience (COR3).
The PRNG RWG is responsible for executing key Grant Management (GM) functions and aims to responsably maximize on the utilization of elegible disaster-related aid while ensuring 2CFR200 compliance and reporting requirements. The types of grant currently supported by this PMO include but not limited to: FEMA Public Assistance (PA), Hazard Mitigation (HM), and the Community Development Block Grant (CDBG).

Proponents interested in participating in
the RFP should send an email to RFP2022@gnpr.pr.gov request the RFP package. The email must refer to the RFP number and
indicate the information of the Proponent, not limited to the name of the
entity, name of authorized representative, telephone number and email address
where the RFP package will be sent. Request for RFP package will being on September
22, 2021 at 9:00a.m. and end September 24, 2021 at 1:00p.m. After
completion of this period, the PRNG will only send RFP package to the
Proponents who submitted the request within establish period. The RFP
process is designed to promote fair and open competition while seeking a
cost competitive option. Proponents shall submit their proposals no
later than October 5, 2021 at 4:00p.m. Submissions of the proposals will
only be accepted by electronic means at RFP2022@gnpr.pr.gov , proposers are advised that the PRNG will neither require nor
accept physical proposal submissions, whether by courier, FedEx, UPS,
DHL, personal delivery, or similar physical means, due to COVID-19
reasons. Responses to this RFP should be prepared in accordance with the
instructions provided in the RFP package. The Proposal will
be evaluated by the PRNG as described in the RFP and
in accordance with applicable local and federal laws and regulations.
Proposals will be held in confidence and will not be release for
public review until the final awards is completed. Prior to award of a
contract, the PRNG must obtain contractor clearance. To obtain clearance,
the PRNG will search https://www.sam.gov/SAM/ to verify whether the contractor is or not debarred using the Data Universal
Numbering System (DUNS). THEREFORE, THE PROPOSERS MUST POSSESS A DUNS NUMBER
AND BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) AT THE TIME OF
THE PROPOSAL SUBMISSION OR INITIATE THE REGISTRATION PROCESS RIGHT AFTER
THE PROPOSAL SUBMISSION FOR MORE INFORMATION ABOUT THE SYSTEM FOR AWARD

Awards will only be issued
to entities, which are cleared, and not ineligible for award of a
contract due to suspension, debarment, or PRNG imposed limited denial of
participation. The PRNG is an equal opportunity employer and does not

status. The contract proposal will be awarded for one (1) year for the period
of FY-2022 (October 2021 thru 30 September 2022). The PRNG reserves the right,
without limitations, to accept or reject, in whole or part, any or all Proposal
submitted and/or cancel this request and reissue RFP or another version of it,
deems that doing so is in the best interest of the Public Interest and the
Government of Puerto Rico.
