Descripción:
The Puerto Rico Highway and Transportation Authority (PRHTA) is issuing this Request for Qualifications (“RFQ”) to solicit Statement of Qualifications (“SOQ”) from Highway Design and Construction Teams for completing the construction of Highway PR-10 in the Municipalities of Utuado and Adjuntas with an approximate length of 7.54 kilometers. The project consists of four sections with an alignment parallel to Río Grande de Arecibo River. It includes the construction of, but not limited to asphalt roadway section, 20 bridges, retaining walls, drainage, signing, and pavement marking, installation of highway safety devices, erosion control measures and related earthwork activities. The construction process is grouped in two Units. Unit I consist of the construction of project sections and/or project elements under Conventional Construction Method (a full design will be provided for construction); and Unit II consists of the construction of project sections and/or project elements under Design-Build Method. The PRHTA expects that the selected Contractor build a high-quality facility in accordance with the Design Criteria and the requirements of the latest AASHTO Highway and Bridges Design Manuals and the PRHTA’s Highway and Bridges Construction Standard Specifications.
Proposers shall submit their SOQ’s at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 PM of January 27, 2022. Said proposals will be publicly opened in a virtual meeting (via Cisco Webex Meetings) on January 28, 2022, at 10:00 AM. An invitation to access this meeting will be sent to those proposers who submitted proposals.
A non-mandatory virtual (Webex) Pre-Qualifications Delivery Conference will be held at 2:00 pm on October 21, 2021. An invitation to access the meeting will be sent to those proposers that have been registered at the Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.
Proposal documents and forms, and all necessary information may be obtained at the office of the Board of Awards of the Authority (the Board) located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787)722-8787 extensions 51130 or 51129, form October 8, 2021, by filing a request for registering in this process to the following e-mail address: juntasubastas@dtop.pr.gov, until two working days prior to the submittal due date. The Board will send a registration form to the Proposer, and it shall be completed and sent by e-mail to the Board. These Documents will be available only in digital format to be downloaded from a link that will be sent by e-mail after all the information in the registration form is validated.
The Board of Awards reserves the right to accept or to reject any or all bids and recommend to the Executive Director the award under the conditions most favorable to the Highway and Transportation Authority.
This project will be financed with funds apportioned by the external sources and the Highway and Transportation Authority.
