  A Pre-Bid Conference will be on November 23, 2021, at 10:00 a.m. The Pre-Bid Conference will be at the PRPHA’s Procurement Office Conference Room located on the ninth (9th) floor of the Juan César Cordero Building, 606 Barbosa Avenue, Hato Rey, Puerto Rico. Attendance is not mandatory, but we encourage Bidders to participate in the Pre-Bid.

The Puerto Rico Public Housing Administration (PRPHA) will receive Sealed Bids in accordance with the Bid package instructions and requirements, from General Contractors/Bidders for the Demolition Works of Los Cedros Public Housing Project (RQ-005106), Trujillo Alto, Puerto Rico, on the date indicated above.

A Pre-Bid Conference will be held. Attendance of interested Bidders to the Pre-Bid Conference, on the date, hour, and location stated above is not mandatory, but participation is highly recommended.

A site visit will also be held. See date, hour, and location above. All Bidders shall be qualified to obtain and submit a Bid Guarantee equivalent to five percent (5%) of the Bid, valid for ninety (90) days, in the form of a certified check, a bank draft, or a US Government Bond at par value, or bond from an approved insurance company listed on the most recently published U.S. Department of Treasury, Circular 570 List, and authorized to do business with the Government of Puerto Rico. If a Bid Bond or Guarantee is not submitted with the Bid, the Bid shall be rejected as non-responsive. All Bids received will be publicly opened and only Bidders' names and Bid amounts will be read aloud in the Bid Opening.

The IFB process is designed to promote fair and open competition while seeking a competitive cost option. The IFB package must be downloaded from the website https://subastas.avp.pr.gov. Interested Bidders must enter the User's guide to participate in Bid Process, upload Procurement Package. Here, the Bidders will be able to access a summary of the Bid and find options to register and upload documents, such as the Bid package and Addenda. Responses to this IFB should be prepared in accordance with the instructions provided in the IFB package.

Bids submitted after the date and time established for opening shall be recorded as a late Bid and retained unopened in the contract file. No Bid should be withdrawn, for a period of 90 days after the date of opening of Bids, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage, or cost as a result of this Invitation for Bid.

PRPHA reserves the right to reject any or all Bids received and to waive any informality in the Bidding process. This procurement is totally financed by Federal Funds.

This solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, including in the rulings of U.S. Department of Housing and Urban Development (HUD): 2CFR 200.320 (c); HUD Procurement Handbook 7460.8 REV-2, and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded Bidder shall comply with Davis–Bacon Act (40 U.S. Code 3141-3148) as supplemented by Labor Standards established by the U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S. Code 1701u), to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD.

SITE VISIT

The Site Visit Conference will be on November 24, 2021, at 10:00 a.m. at the site of the project.  Attendance is not mandatory, but we encourage Bidders to participate in the Pre-Bid and the Site Visit.
