​Pursuant to 2 C.F.R. Part 200 and Puerto Rico Public Housing Administration's (PRPHA) Acquisition Regulations, the PRPHA is procuring Program Management Services (under FEMA's disaster recovery assistance to PRPHA) for the Permanent Works Program in the Public Housing Projects in Puerto Rico. PRPHA is seeking Program Management firms, hereinafter referred to as the “Respondent", with extensive experience managing and coordinating full construction activities for the projects' Permanent Works.  The services herein procured will be for current and upcoming construction. Some of the services will include, but are not limited to Pre-Construction, Construction and Project Closeout Services. Puerto Rico Public Housing Administration (PRPHA) owns and operates approximately 53,450 low-income public housing dwelling units in 328 developments. Since 1992, PRPHA has contracted with private corporations to manage these properties.
 
PRPHA is a governmental agency ascribed to the Puerto Rico Department of Housing (PRDOH). The PRDOH was created by means of Law No. 97 of June 10, 1972. Its mission is to promote initiatives in order to make housing projects in an efficient manner and in a way that contributes to improve the quality of life of the citizens of Puerto Rico. PRPHA was created by means of Laws No. 66 of August 17, 1989, as amended, with the purpose of providing decent, safe and sanitary housing to low-income families in an appropriated environment.
 
In 2017, Puerto Rico experienced two Category 5 and 4 Hurricanes, Irma and María. Both Hurricanes caused great damage to the island's infrastructure and Hurricane María caused a humanitarian crisis with the lack of basic needs, such as communications, portable water, and electric service.
 
As of December 28, 2019 and continuing, the southwestern part of the island of Puerto Rico was hit by a seismic swarm, including 12 events that were of magnitude 5 or greater. The largest and most damaging of this sequence occurred on January 7, 2020 at 04:24 AST near Barrio Indios, Guayanilla, which had a magnitude of 6.4 Mw and a maximum felt intensity of VII (Very strong) on the Modified Mercalli scale.
 
After this first strong event, the swarm continued to be active and on Saturday, May 2, 2020, our island was shaken again with a 5.4 Mw earthquake, seriously affecting our projects. This time in the midst of the challenges brought by the COVID-19 pandemic.
 
To address the overwhelming need of the residents of Puerto Rico in the aftermath of Hurricanes Irma and María, and the 2020's earthquakes, FEMA released disaster recovery assistance to PRPHA to cover for Permanent Works Program in the Public Housing Projects in Puerto Rico. These Funds require each grantee to primarily consider and address its unmet needs in housing recovery in the aftermath of a natural disaster. A grantee may also allocate funds for economic revitalization and infrastructure needs that will aid in the long-term recovery and restoration of its unmet housing needs in the most impacted and distressed areas.
 
PRPHA intends to recruit up to four (4) Program Manager Firms to allocate reconstruction works on properties affected by hurricanes (Irma and Maria), earthquakes and related events.
 
The RFP package must be downloaded from the website https://subastas.avp.pr.gov. Interested Proposers must enter the User's guide to participate in the RFP Process and download Procurement Package. Here, the Proposers will be able to access a summary of the RFP and find options to register and download documents, such as the RFP Package and Addenda.
 
A Pre-Submission Meeting will be held on January 14, 2022 at 10:00 a.m. (Puerto Rico Local Time). Although attendance is not mandatory, we strongly encourage Proposers to participate in the Pre-Submission Meeting.
 
No Proposal should be withdrawn, for a period of 90 days after the due date, without the consent of PRPHA. PRPHA will not be liable for any claim, loss, damage or cost because of this Request for Proposal.
 
PRPHA reserves the right to reject any or all Proposals received and to waive any informality in the Bidding process. This procurement is totally financed by Federal Funds.
 
The present solicitation complies with the most recent requirements of federal and state laws and regulations applicable to the procurement process, included in 2 CFR 200.320 (c); and PRPHA Procurement Manual (Rule No. 8967, approved June 9, 2017). Awarded Respondent shall comply with Davis–Bacon Act (40 U.S.Code 3141-3148) as supplemented by Labor Standards established by U.S. Department of Labor (29 CFR Part 5), and requirements established in Section 3 of the Housing and Urban Development Act of 1968, (12 U.S.Code 1701u); 24CFR Part 75, related to ensure the creation of new jobs and other economic opportunities generated by HUD or by Projects Assisted by HUD.
