Descripción:

El Edificio de Comunicación Pública (COPU), identificado como No. 053, sita en la Universidad de Puerto Rico, Recinto de Río Piedras.  Es un edificio de 2 plantas que posee aproximadamente 17,552.00 pies cuadrados.  Su sistema estructural primario consiste de acero, pisos en concreto, viguetas y techo metálico con aislación rígida anclada mecánicamente al substrato de metal e impermeabilizado con un sistema de membranas de asfalto modificado.  El edificio contiene materiales con asbesto y plomo, además ha permanecido cerrado y como consecuencia del daño ocasionado por el agua y la ausencia de ventilación natural y refrigeración mecánica se observa la proliferación severa de contaminantes ambientales. Previo a la demolición total del edificio, dichos materiales contaminantes deberán ser removidos de conformidad con las leyes y reglamentos aplicables.  El proyecto debe completarse en 150 días calendarios a partir de la orden de proceder.  En la visita al Site, deberá traer su propio equipo de protección personal.
  
​The PUBLIC COMMUNICATION (COPU) building, identified as No. 053, is located at the University of Puerto Rico, Río Piedras Campus. It is a two-story building that has approximately 17,552.00 SF. Its primary structural system consists of steel, concrete floors, joists, and metal roof with rigid insulation mechanically anchored to the metal substrate and waterproofed with a modified asphalt membrane system.  The building contains asbestos and lead materials and has remained closed and because of the damage caused by water and the absence of natural ventilation and mechanical cooling, the severe proliferation of environmental pollutants is observed.  Prior to the total demolition of the building, such polluting materials must be removed in accordance with applicable laws and regulations.  The project shall be completed in 150 calendar days starting with the Order to Proceed. On Site, you must bring your own personal protection equipment. ​

BID Set Document: Available from the publication of this announcement during working days at the Secretary of the Bid Board of Permanent Improvements (JSMP), located on the third floor of the UPR Central Administration Building, from 9:00 a.m. to 11:45 a.m. and from 1:00 a.m. to 3:00 p.m.  At a cost of $85.00, non-refundable.  Only firms or individuals who have acquired the BID Set documents on or before April 1, 2022, until 3:00 p.m. and participate in the Pre-BID meeting and visit to the site.

Offers will be deliver in or before 10:00 am on May 3, 2022, UPR Central Administration Building.  Details will be given by e-mail to participating bidders.   In case of questions regarding any of the parts or provisions of the BID Set documents, the Proponent shall request clarification in writing, by e-mail: subastas.mp@upr.edu on or before 4:00 p.m. on April 20, 2022.  Each bidder shall submit a BID Bond, BID guarantee to UPR equivalent to 5% of its BID.  It may be in certified check, money order, money order or BID Bond from a recognized company and authorized by the Insurance Commissioner of Puerto Rico to do business in Puerto Rico.  No Proponent may withdraw its offer/proposal within 90 days of submission the BID.  The BID Board reserves the right to reject any or all proposals and to award the BID under the conditions it deems most convenient to the UPR's interests, regardless of the amount of the BID or to cancel the award of the BID at any time prior to the signing of the contract.  The bidder must be registered in the Unique Bidder Registry of the General Services Administration of Puerto Rico to contract with the UPR.
Prior to award of a contract, the University of Puerto Rico (UPR) must obtain contractor clearance. To obtain clearance, the UPR will search https://www.sam .gov/SAM/ to verify whether the contractor is or not debarred using the Data Universal Numbering System (DUNS). Therefore, the proposers must possess a duns number and be registered in the System for Award Management (SAM) at the time of the proposal submission or initiate the registration process right after the proposal submission. For more information about the System for Award Management (SAM) go to: https://www.sam.gov/SAM/. Awards will only be issued to entities, which are cleared, and not ineligible for award of a contract due to suspension, debarment, or HUD imposed limited denial of participation.
