​  ONE (1) - (CLASS 5) AIRCRAFT RESCUE AND FIRE FIGHTING
VEHICLE WITH A 2,100 GPM WATER PUMP, 3170 GALLON WATER TANK, 420 GALLON (AFFF) FOAM
TANK, 500 LB DRY CHEMICAL SYSTEM AND A HIGH REACH EXTENDABLE TURRET.
 ONE (1) - TEST CHARGE
AND ONE (1) REFILL OF POTASSIUM BASE DRY CHEMICAL.
SERVICE  - EXTENDED FIVE (5)
YEARS WARRANTY WITH COMPANY REPRESENTATIVE ESTABLISHED IN PUERTO RICO.
GENERAL CONDITIONS:1.    THE VEHICLE MUST MEET OR EXCEEDED FEDERAL AVIATION ADMINISTRATION (FAA) PERFORMANCE STANDARDS AC 150/5220-10E, 150/5210-5D, 150/5210-7D, 150/5210-6D, 150/5220-4B, 150/5210-20 (COPY ENCLOSED). THE VEHICLE SHALL ALSO COMPLY WITH APPENDIX A, A-4-2 OF THE FAA CERTIFICATION MANUAL (COPY ENCLOSED).
2.    THIS ACQUISITION IS SUBJECT TO THE EQUAL OPPORTUNITY CLAUSE AND THE STANDARD FEDERAL EQUAL EMPLOYMENT OPPORTUNITY CONSTRUCTION CONTRACT SPECIFICATIONS OF 41 CFR PART 60-4 AND TO THE BUY AMERICAN REQUIREMENTS PURSUANT TO THE AVIATION SAFETY AND CAPACITY EXPANSION ACT 9F 1990 (SEE ATTACHED INFORMATION).
3.    RADIOS1.       TWO (2) HARD-WIRED, PERMANENTLY INSTALLED AND INTERNALLY WIRED (FIXED) SELECTABLE FREQUENCY TRANSMITTER AND RECEIVER (TRANSCEIVER), IN ACCORDANCE TO FEDERAL AVIATION ADMINISTRATION (FAA) ADVISORY CIRCULAR 150/5210-7D (COPY ENCLOSED): ONE (1) CAPABLE OF OPERATING ON ANY 25-KHZ CHANNEL IN THE 118.0–136.975 MHZ FREQUENCY BAND.
AND ONE (1) CAPABLE OF COMMUNICATING ON TOWER, GROUND, AND/OR UNICOM FREQUENCIES (PRPA GROUND OPERATIONS).2.       TWO (2) HARD-WIRED AND PERMANENTLY INSTALLED AND INTERNALLY WIRED (FIXED) WIRED BASES FOR REMOVABLE HAND-HELD UNITS.
NOTES:
RADIOS SHALL BE CAPABLE OF TRANSMITTING FIVE (5) NAUTICAL MILES.
LICENSED AND OPERATED IN ACCORDANCE WITH FEDERAL COMMUNICATION COMMISSION REGULATIONS (47 CFR PART 87, AVIATION SERVICES, SUBPARTS D AND L APPLY).
4.    SCOPE OF WORKTO SUPPLY AN AIRCRAFT RESCUE AND FIRE FIGHTING (ARFF) VEHICLE THAT COMPLIES WITH ALL FEDERAL AVIATION ADMINISTRATION REQUIREMENTS FOR THE RAFAEL HERNÁNDEZ AIRPORT, AGUADILLA (BQN) ACCORDING TO SPECIFICATION.
THE SUPPLIER SHALL DELIVER THE VEHICLE AT RAFAEL HERNÁNDEZ AIRPORT WITHIN FOUR HUNDRED TWENTY (420) CALENDAR DAYS, INCLUDING ALL MANUALS AND TRAINING AS SPECIFIED. BIDDERS SHALL COMPLY WITH ALL FEDERAL AVIATION ADMINISTRATION SPECIAL PROVISIONS FOR PROCUREMENTS.
AS A SEPARATE LINE ITEM, THIS ACQUISITION INCLUDES ON TEST CHARGE AND ONE REFILL OF AGENT POTASIUM – BASED DRY CHEMICAL (PURPLE K).
5.    WARRANTYUNLESS OTHERWISE SPECIFIED, ALL ITEMS SHALL BE GUARANTEED AGAINST DEFECTS IN MATERIAL AND WORKMANSHIP FOR A MINIMUM PERIOD OF ONE YEAR FROM DATE OF AUTHORITY'S FORMAL ACCEPTANCE OF EQUIPMENT. DURING THAT PERIOD, IF A DEFECT SHOULD OCCUR THE CONTRACTOR AT NO ADDITIONAL COST TO THE AUTHORITY. THE CONTRACTOR EXPRESSLY WARRANTS ALL ITEMS TO BE NEW, FREE FROM DEFECTS IN DESIGN, THAT ITEM SHALL BE REPAIRED OR REPLACED BY MATERIALS AND WORKMANSHIP, AND TO BE FIT AND SUFFICIENT FOR THEIR INTENDED PURPOSE. ANY SAMPLE OR MODEL SUBMITTED SHOULD CREATE AN EXPRESS WARRANTY THAT THE WHOLE OF THE GOODS SHALL CONFORM TO THE SAMPLE OR MODEL. ALL WARRANTIES SHALL SURVIVE ACCEPTANCE AND PAYMENT BY THE AUTHORITY.
BY SEPARATE ATTACHMENT TO THE BID, CONTRACTOR SHALL FULLY DESCRIBE THE STANDARD WARRANTY ON LABOR, AND MATERIALS INCLUDING LENGTH OF COVERAGE, AND INCLUDE
 COMPANY'S NAME AND GEOGRAPHICAL LOCATION OF PART SALES AND SERVICES REPRESENTATIVE.
CONTRACTOR SHALL ALSO EXTEND TO PRPA ALL MANUFACTURERS' WARRANTIES THAT APPLY TO THE ITEM. SUCH MANUFACTURER'S WARRANTIES SHALL BE SET FORTH IN A SEPARATE ATTACHMENT TO THE BID. BY SUBMITTING A BID, EACH CONTRACTOR REPRESENTS AND WARRANTS THAT HE IS THE LEGAL AUTHORITY OF ALL EQUIPMENT, MATERIALS OR SUPPLIES TO BE SOLD TO PRPA UPON ACCEPTANCE OF THE BID, THAT THE SAME ARE FREE FROM ALL LIENS, CLAIMS, SECURITY  INTERESTS AND ENCUMBRANCES, THAT HE HAS THE RIGHT TO SELL THE SAME AND THAT HE WILL WARRANT AND DEFEND THE TITLE THEREOF AGAINST THE CLAIMS AND DEMANDS OF ALL PERSONS.
AS A SEPARATE THIRD LINE ITEM, THIS ACQUISITION INCLUDES AN ADDITIONAL FIVE (5) YEAR EXTENDED WARRANTY. THE BIDDER SHALL HAVE COMPANY REPRESENTATIIVES IN PUERTO RICO THAT CAN HONOR THE WARRANTY AND THE EXTENSION.
6.    PRE-DELIVERY INSPECTIONTHE AUTHORITY RESERVES THE RIGHT TO PERFORM A PRE-DELIVERY INSPECTION OF THE EQUIPMENT AT THE CONTRACTOR'S FACILITY. THE PURPOSE OF THE INSPECTION IS TO VERIFY COMPLIANCE WITH CRITICAL REQUIREMENTS OF THE TECHNICAL SPECIFICATIONS. THIS INSPECTION SHALL NOT SERVE AS THE FINAL ACCEPTANCE INSPECTION.
DELIVERYDELIVERY OF THE EQUIPMENT SHALL BE WITHIN FOUR HUNDRED TWENTY (420) CALENDAR DAYS. DELIVERY SHALL BE FREIGHT ON BOARD DESTINATION TO THE ADDRESS NOTED HEREIN BELOW. CASH ON DELIVERY DELIVERIES WILL NOT BE ACCEPTED. ALL EQUIPMENT SHALL BE OFF LOADED AT THE DESIGNATED LOCATION AT CONTRACTOR'S EXPENSE.
7.    ACCEPTANCERAFAEL HERNANDEZ AIRPORT CALLE ING. ORLANDO ALARCÓN RODAS,
BASE RAMEY, AGUADILLA PR 00604
ACCEPTANCE OF THE FURNISHED EQUIPMENT WILL BE BASED ON COMBINATION OF SUBMITTED MANUFACTURER CERTIFICATIONS AND ACCEPTANCE TESTS CONDUCTED AT THE TIME OF DELIVERY. THE CONTRACTOR SHALL PROVIDE MANUFACTURER CERTIFICATION FOR COMPONENTS AND SYSTEMS IDENTIFIED WITHIN THE TECHNICAL SPECIFICATION. THE CONTRACTOR SHALL PREPARE AND FURNISH THE PRPA A SIGNED WRITTEN CERTIFICATION THAT THE COMPONENTS CONSTITUTING THE WHOLE OF THE EQUIPMENT BEING PROVIDED COMPLY WITH THE APPLICABLE PERFORMANCE, DESIGN AND CONSTRUCTION REQUIREMENTS OF THE TECHNICAL SPECIFICATIONS.
8.    ON-SITE ACCEPTANCE TESTINGAT NO ADDITIONAL EXPENSE TO THE PRPA, THE CONTRACTOR SHALL, UPON DELIVERY OF THE EQUIPMENT, HAVE AN AUTHORIZED REPRESENTATIVE CONDUCT AN OPERATIONAL TEST OF THE FURNISHED EQUIPMENT IN THE PRESENCE OF THE PRPA. THE CONTRACTOR SHALL DEMONSTRATE THAT ALL FEATURES AND COMPONENTS ARE IN PROPER WORKING ORDER AND OPERATE AS INTENDED BY THE SPECIFICATIONS. THIS DEMONSTRATION IS IN ADDITION TO ANY OTHER STATED ACCEPTANCE TESTS WITHIN THE TECHNICAL SPECIFICATIONS AND AS REQUIRED BY THE  AUTHORITY.
9.    THE SUCCESSFUL BIDDER SHALL SUBMIT WITH THE PROPOSAL PHOTOS OR DRAWING THAT SHOWN THE CONTROLS AND SPECIAL FEATURES REQUIRED TO PROVIDE SAFE OPERATION OF THE VEHICLES AND TO MEET THE SPECIFIED PERFORMANCE REQUIREMENTS.
10.  ONE (1) SET OF THE OPERATOR MANUAL, SERVICE MANUAL AND SPARE PARTS MANUAL SHALL BE PROVIDED WITH THE VEHICLE.
11.  THE SPECIFICATION FOR ALL VEHICLES SHOULD BE ACCORDING WITH THE LOCAL AND FEDERAL LAWS CONCERNING TRAFFIC SAFETY AND SECURITY.

INVITATION TO BID
The Puerto Rico Ports Authority will receive SEALED OFFERS IN DUPLICATE, for furnishing the materials, equipment or services described below. Bidders shall send proposals either by mail to the BIDS BOARD (Junta de Subastas), PUERTO RICO PORTS AUTHORITY, P.O. BOX 362829, SAN JUAN,
PUERTO RICO 00936-2829, or deliver it in person to our Mail Section, Office No. 111, First Floor of our Main Offices at Isla Grande, until 1:45pm (PUERTO RICO TIME) ON April 21, 2022.  Fifteen (15) minutes later all bids received will be publicly opened and read aloud by the BIDS BOARD OF THE PUERTO RICO PORTS AUTHORITY.
DATE AND TIME TO DELIVER BID DOCUMENTS
Bids will  be accepted until 2:00pm  (PUERTO  RICO TIME) on April 21, 2022. Fifteen (15) minutes later all bids received will be publicly opened and read aloud by the BIDS BOARD OF THE PUERTO RICO PORTS AUTHORITY through a virtual meeting using Microsoft Teams Application.
