​​​​​The PRHTA is issuing this Request for Proposals (“RFP”) to solicit Proposals from a firm or team of firms, which specialize in providing traffic management center operation services. The services to be provided will be at the PRHTA’s Traffic Management Center (TMC) located at the PR-52 Caguas North Toll Plaza to operate the TMC housed systems, as well as remotely operate systems located through the whole island. The PRHTA intends to issue a service Contract to the Proposer that presents the most comprehensive technical proposal for the operation services. The Proposal evaluation will take into consideration the price proposed to perform the services, but the price will not be the sole determining factor for the selection process.

The PRHTA will select the Consultant (selected Proposer) in accordance with the Alternative Selection Procedures set forth in Article VIII of the Authority’s Bid Regulation, Regulation 02-001 (the “Regulation”). 

The Consultant must have among its staff professional engineers, network administrators and technicians, shift supervisors and operators assigned exclusively to provide these services. The Consultant’s assigned personnel must be able to troubleshoot and diagnose problems with the operations of the traffic management systems assigned to the TMC, and coordinate traffic incident response and maintenance activities with other stakeholders, such as the police and external maintenance contractors. 

Proposers shall submit their Proposals at the Board of Awards Office on the Roberto Sánchez Vilella Government Center (Minillas) South Building, Eleventh Floor, De Diego Avenue, Stop 22, Santurce, Puerto Rico on or before 2:00 PM of June 23, 2022.  Said proposals will be publicly opened in a virtual meeting (via Cisco Webex Meetings) on June 24, 2022, at 10:00 AM. An invitation to access this meeting will be sent to those proposers who submitted proposals. 

A non-mandatory virtual (Webex) Pre-Proposal Conference will be held at 10:00 AM on June 2, 2022.  An invitation to access the meeting will be sent to those proposers that have been registered at the Board of Awards Office. Although non-mandatory, attendance to this meeting is highly recommendable.  

Each proposal must be accompanied by a proposal guaranty in the amount of five percent (5%) of the Proposer’s total amount, and subject to the conditions of this process, in the name of the Puerto Rico Highway and Transportation Authority and copy of an updated certification for the Bidders Register from the General Services Administration.

Proposal documents and forms, and all other necessary information may be obtained at the Board of Awards of the Authority located on the Eleventh floor, South Building, Roberto Sánchez Vilella Government Center (formerly Minillas), phone number (787) 721-8787 extensions 51130 or 51129, from May 19, 2022, until two working days prior to the opening of bids upon a non-reimbursable payment of $25.00. THESE DOCUMENTS WILL BE AVAILABLE ONLY IN DIGITAL FORMAT TO BE DOWNLOADED FROM A LINK THAT WILL BE SENT BY EMAIL. Said payment shall be made in cash, money order Visa or Master Card credit cards or ATM debit card at the Authority’s Treasurer Office located on the Seventh floor.  The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.
