In compliance with Article VI of Bids Regulations in force, Public Buildings Authority (PBA) invites the public to submit qualifications statement and proposal response for Project Management Services, with focus on construction, infrastructure, renovations and/or alterations to existing PBA facilities, such as office buildings (for public agencies providing essential services management), district court buildings, police stations, police headquarters, and public schools. Scope of proposed professional services include, but is not limited to the following items of work, in accordance with Contract Documents for this RFP:
Supporting PBA with projects planning, in the areas of Public Assistance (PA) and its alternative procedures, in accordance with Sections 406 and 428 of Stafford Act, and hazard mitigation, in accordance with Section 404 of such Act and related Federal Emergency Management Agency (FEMA) guidance and regulations.
Pre-construction oversight, utilizing project management principles and standards, to ensure aid in all A/E design phases, prior to starting construction works. This item includes assistance in the preparation and submission of construction drawings, specifications, cost estimates, and technical reports related with such professional design services, all in compliance with all updated applicable federal, state, and local construction standards, codes, laws, and regulations.
Provision of consulting services for permitting process during A/E design phases, utilizing specific knowledge and expertise to provide technical support on federal, state, and local construction laws and regulations. This item includes assistance in the preparation and submission of all documents required for the approval of permits & endorsements needed to remodel or rehabilitate existing facilities.
Construction Oversight, utilizing project management principles and standards, to ensure project execution and progress, assisting PBA personnel in the preparation and submission of cost breakdowns, invoices, project schedule, and any other construction documentation required by PBA. In many instances, the construction manager will act as the PBA's owner-representative in meetings, conferences and presentations, and report to PBA as required, providing professional management services that cover the full spectrum (cradle-to-cradle) of a project.

​RFP information package will be available through digital link sent to interested firms or individuals by e-mail, after each firm or individual submit corresponding payment in cash, money order, or certified check payable to PBA, for seventy-five dollars ($75.00), during timetable indicated below. Such payment will not be refunded. Also, all interested firms or individuals must attend to MANDATORY PRE-PROPOSAL MEETING that will be held in accordance with the following schedule:

All proponents shall submit their RFP statement and proposal response packages to the attention of Arch. Nilda Marchany Morales, Acting Secretary of the PBA Bids Board, in accordance with the following timeline: WEDNESDAY, JUNE 1, 2022 (Until 4:00 p.m.)   PBA PROJECT DEVELOPMENT AREA

All questions related to requirements or processes of this RFP must be submitted to the following e-mail address: subastas@aep.pr.gov. PBA must receive and accept questions, inquiries and clarification requests submitted by prospective proponents until date and time indicated on PRE-PROPOSAL SUBMISSION SCHEDULE shown above. Any question, inquiry or clarification request submitted after date and time indicated above shall not be accepted by PBA as part of this RFP process​
