The Auction Specifications will be available for digital sale from Thursday, September 15, 2022, at 8:00 a.m. Atlantic Standard Time through Wednesday, September 28, 2022, at 4:00 p.m. Atlantic Standard Time. The tender will have a NON-REFUNDABLE cost of one hundred ($100.00) dollars payable to the Infrastructure Financing Authority (AFI). Payment shall be made by means of the application PayPal (1. In the purchase transaction with PayPal the Bidder must write the number and name of the auction, email, telephone number and name of the participating company. The bidder must provide a copy of the transaction by email subastas@afi.pr.gov to receive the documents corresponding to the Auction Specifications and be registered.
The Pre-Auction Meeting, COMPULSORIA_VIDEOCONFERENCIA, will be held on Thursday, September 29, 2022, at 11:00a.m. Atlantic Standard Time. The visit to the Proyecto_Compulsoria, will take place on Friday, September 30, 2022, at 11:00 a.m. Atlantic Standard Time. Participating Bidders will be responsible for evaluating the Auction Specifications and submitting doubts or questions within the schedule provided in the Instructions to the Proposer (ITP) to the email subastas@afi.pr.gov on or before Friday, October 7, 2022, at 10:00 a.m. Atlantic Standard Time, in the Request for Information (RFI) form provided in the Auction Specifications.
Bidders must submit their proposals in compliance with the requirements established in the ITPs, which are part of the Auction Specifications. The Submission of Proposals will be carried out entering through the Ave. De Diego, in front of the Art Museum, in the Area of the Plazoleta, AAFFAF Building on the P Floor of the Minillas Government Center, Roberto Sánchez Vilella, Torre Central, San Juan, P.R. on Thursday, October 20, 2022, from 9:00 a.m. Atlantic Standard Time, until 4:00 p.m. Atlantic Standard Time. Any proposal must be stamped and identified by the auction number and name and the name of the participating company. Open proposals will not be received. Each tenderer must submit his proposal on the date and time established. The VIDEOCONFERENCE opening will be held on Friday, October 21, 2022, at 11:00 a.m. Atlantic Standard Time.
The AFI reserves the right to accept or reject any proposal that does not meet the auction requirements. AFI honors Law No. 14 of January 8, 2004, known as the "Puerto Rican Industry Investment Law (formerly known as the "Preference Law"). To claim the benefit of this law, Proponents must include with their Proposal a copy of the resolution issued by the Board of Preference indicating the percentage of preference given to the product they offer in the Proposal. However, to the extent that any provision of this law may be contrary to the terms and conditions of this process, the federal terms and conditions shall prevail, and the percentage of preference shall not be taken into account.
This process will be governed by Purchasing and Auction Regulation No. 5853, as authorized by the General Services Administration through the powers of Law 73-2019, Law No. 44 of June 21, 1988, as amended, known as "Puerto Rico Infrastructure Financing Authority Act," Executive Order OE-2022-031 of June 7, 2022. Participants must register the name of the participating company, in the transaction of Purchase of Specifications in the application of PayPal, since it is compulsory.
