The Puerto Rico Highways and Transportation Authority (PRHTA) is hereby requesting proposals from qualified professional firms to provide technical assistance in the development and management of FTA grants.

Proposal documents, forms, and all other necessary information may be obtained as of today; by sending an e-mail to smontanez@act.pr.gov: until two working days prior to the opening of bids. All RFP requests must specify in the Subject Line of the email: RFP Proposal – FTA Grants Management Services

Sealed proposals must be received no later than 3:30 PM, on November 28, 2022 at:

Envelopes must be clearly marked: RFP Proposal – FTA Grants Management Services

Proposals received prior to the closing date shall be kept secured and sealed until its due date. The state shall not be responsible for a proposal that was not received prior to the due date or because it was not properly identified. 

Late proposals will be retained in the file and not receive consideration or may be returned to the bidder.

The selected firm must comply with the required federal regulations, including with the Disadvantage Business Enterprise (DBE) Program.
